In a legislative session that is seeing many bills bogged down by other more pressing matters or political fights, the Senate was able to push SB 13-183 through the chamber in fast track style.  Being introduced on February 19, 2013, in three short weeks, the bill was debated, passed the senate and was referred to the House of Representatives for consideration on March 5, 2013.  This bill will further restrict an association’s ability to require turf on an owner’s lot and will also prohibit an association from fining an owner for dead grass during periods of mandatory water restrictions.  Given that the snow pack is below 75% of average, there are sure to be water restrictions in place this summer.  How will this impact your community?
