As you may recall, Article IV of CCIOA requires community associations to register annually with DORA.  In 2012, DORA issued a statement interpreting Article IV of CCIOA to only require registration by communities created on or after July 1, 1992. Those associations created prior to July 1, 1992, therefore, relying on the DORA statement, may not have registered.
HB 1134, which became effective on August 7, 2013, now clarifies the registration requirement to include all associations in Colorado regardless of when such communities were created.
Failure of any association to register with DORA will result in the suspension of such association’s legal right to enforce its right to record or enforce an assessment lien until such time as the association is registered.
