Harassment – Irritating or Illegal?

The term “harassment” is a term of art and used fairly often in the HOA context. But in many of these instances, the complained-about behavior does not actually rise to the legal definition of “harassment”. Therefore, there is a need for an understanding of what this term encompasses to ensure an appropriate response when being accused of harassment, or before you accuse someone else of harassment. This presentation will discuss the legal definitions of harassment and options for addressing this less-than-clear term.
